September 4, 2003 <br /> <br />Mr. Pat Klaers <br />City of Elk River <br /> <br />Dear Pa~: <br /> <br />Today, much public recognition of city management is negative in nature, while many cities wir. h <br />su'perier management, r~:eive no recognkion at all. <br /> <br />Pat Smnmerall's '`Best Managed Small Cities in America" recognizes okies that are providing <br />services of excellence to their communities. Cities identified for our consideration will be <br />evaluated based on poptt[ation, growth, rate, cozrani~nent to economic development, public safet3~, <br />exemplary schools, visible arts support, reasonable tax assessments, city bond rating and medical <br />availability. Additionally', a selected "Best Managed Small City in America" will exhibit an <br />understanding for the cu].ture and history of their city and a vision for its future. <br /> <br />The announcement of the award for each selected city will be aired in a single 2-minute profile on <br />CNN Headline News Network. Additionally, I will produce a 5-minute residual video for the <br />city's use, which will also be webcast on Forbes.eom for one twenty-four hour period. <br />Arrangements can be m~.de to stream the video to the City's website.
