Elk River City Council Minutes <br />January 20, 1998 <br /> <br />Page 6 <br /> <br />6.2. <br /> <br />6.3. <br /> <br />6.4. <br /> <br />Request for Final Plat Approval for the Morrell Addition, P 97-10 <br /> <br />City Planner Steve Ach indicated that Larry Morrell has requested final plat <br />approval for the Morrell Addition to plat approximately 23.5 acres into one <br />industrial lot at the southwest corner of 171,t Avenue and the Burlington Northern <br />Railroad. Steve Ach reviewed the staff report on this issue and noted a change <br />in condition # 12. <br /> <br />COUNClLMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 98-8 GRANTING <br />FINAL PLAT APPROVAL FOR MORRELL ADDITION, CASE P 97-10. COUNCILMEMBER <br />THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Consider Request by Living Waters Church for Temporary Use of the Video <br />Update Space at the Elk River Mall, Case No. GP 98-2 <br /> <br />City Planner Steve Ach indicated that the Living Waters Church is requesting to <br />temporarily use the Video Update space at the Elk River Mall to conduct a two <br />month evangelistic crusade. Steve Aah stated that if the church meetings <br />continue to be successful, the church has indicated that it would be applying <br />for a conditional use permit to use the space on a more permanent basis. <br />Counailmember Farber indicated his concern about having a church in a retail <br />mall. <br /> <br />COUNClLMEMBER HOLMGREN MOVED TO APPROVE THE LIVING WATERS REQUEST <br />TO CONDUCT A TWO MONTH EVANGELISTIC CRUSADE BEGINNING FEBRUARY 1, <br />1998, WITH THE FOLLOWING CONDITIONS: <br /> <br />THE BUILDING OFFICIAL AND FIRE CHIEF SHALL INSPECT THE SPACE TO BE <br />UTILIZED AND APPROVE OF ALL PUBLIC SAFETY ISSUES PRIOR TO <br />OCCUPANCY. <br /> <br />2. DATES OF THE CRUSADE BE FROM FEBRUARY 1 TO MARCH 15, 1998. <br /> <br />3. THE NIGHTLY MEETINGS SHALL NOT EXTEND PAST 11 P.M. <br /> <br />ANY PARKING PROBLEMS THAT MAY ARISE AS A RESULT OF THE NIGHTLY <br />MEETINGS SHALL BE A BASIS FOR COUNCIL REVIEW OF THE GENERAL <br />PLANNING PERMIT. <br /> <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Request for Final Plat Approval, Park Knoll, by Derrick Investment Companies, P <br />97-19 <br /> <br />City Planner Steve Ach stated that Derrick Investment Company is requesting <br />final plat approval for Park Knoll, consisting of 7 single family lots. <br /> <br />COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 98-9 GRANTING FINAL <br />PLAT APPROVAL FOR PARK KNOLL, P 97-19. COUNCILMEMBER HOLMGREN <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br /> <br />
