City Council Minutes Page 3 <br />August 18, 2003 <br />............................. <br /> <br /> Mayor ICJinzing stated that a letter was received from Performance Driving School regarding <br /> the city creating an unfair competitive advantage. <br /> <br />Councilmember Kuester stated she would like to see City Recreation develop a mission <br />statement, a policy on fees, and standards to evaluate their partners. <br /> <br />Councilmember Motin stated that City Recreation should have a policy. He stated that they <br />should stay with recreational-type activities. <br /> <br />Councilmember Tveite stated that City Recreation should not be offering driver's education. <br /> <br />Councilmember Dietz questioned why City Recreation was surprised they were offering a <br />lower rate than the driving schools and why the driving schools are offended by City <br />Recreation offering classes when Community Education offers them at a much more <br />reduced rate. <br /> <br />Recreation Manager Michele Berg stated that she did check with driving schools in the area <br />and at the time their fees were similar to what City Recreation offered. It was also stated that <br />the driving schools were aware of Community Education when they came to town but that <br />City Recreation's recent involvement was a surprise. <br /> <br />Mayor Klinzing stated that City Recreation should begin a comprehensive planning process <br />on developing a mission statement and a more clear policy. <br /> <br />MAYOR KLINZING MOVED TO DIRECT STAFF TO FORMALIZE A <br />MISSION STATEMENT, FEE STRUCTURE, AND A POLICY ON THE TYPE <br />OF CLASSES CITY RECREATION SHOULD OFFER AND TO BRING IT <br />BACK TO COUNCIL. COUNCILMEMBER KUESTER SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER TVEITE MOVED TO DIRECT CITY RECREATION TO <br />DISCONTINUE OFFERING DRIVERS EDUCATION. COUNCILMEMBER <br />MOTIN SECONDED THE MOTION. THE MOTION CARRIED 3-2. <br />Councilmembers Dietz and Kuester opposed. <br /> <br />4.5. Planning Commission Applicant Interviews <br /> <br />Director of Planning Michele McPherson stated that there is one applicant who applied for <br />the Planning Commission vacancy. She gave some background information on the applicant <br />and introduced him to the Council. The Council asked the applicant questions relating to <br />city growth and planning. <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPOINT BRAD STEVENS TO <br />THE PLANNING COMMISISON WITH HIS TERM TO EXPIRE FEBRUARY <br />28, 2005. COUNCILMEMBER TVEITE SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />4.6. <br /> <br />Consider Resolution Accepting Bid and Authorizing Execution of Contract in the Matter of <br />the Seal Coat Improvement of 2003 <br /> <br /> <br />
