Park & Recreation Commission Minutes <br />December 10, 1997 <br />Page 3 <br /> <br />Meadowvale Heights - Clearing and mowing has been done to make this <br />park completely accessible. <br />Bruce Dalcow of the local snowmobile club has spoken with police chief and <br />staff regarding trail connections through the city. Currently, snowmobilers are <br />using the County Road 1 detached trail. The Commissioners agreed to discuss <br />issues such as speed, damage from studs, etc. at a future meeting. <br /> <br />9. Other Business <br /> <br />Commissioner Kuester suggested the Park & Recreation Commission hold a <br />worksession to set objectives and short/long term goals. The Commissioners will <br />discuss a date for a worksession at the January meeting. Commissioners Kuester <br />and Huberty will formulate a draft agenda for the worksession. <br /> <br />Update-Community Recreation <br /> <br />Grants and Loans ~ Jeff Asfahl requested the Commission's support for a <br />grant application for a concession stand at the Elk River Youth Athletic <br />Complex, as well as a grant for the proposed skatepark. A matching <br />contribution would be required from the City and Jeff will research <br />whether or not land donation will be acceptable for the City's <br />contribution. <br /> <br />It was the consensus of the Commissioners to support Jeff in applying for <br />grants and the details regarding the building plan for a concession stand <br />could be worked out if the grants were received. Phil explained the City <br />would have the option of turning down the grants if the matching funds <br />were not available. <br /> <br />COMMISSIONER DAVE ANDERSON MOVED TO SUPPORT A CASH MATCH OF <br />UP TO $20,000 FOR THE GRANT PROPOSAL FOR A CONCESSION STAND AT <br />THE YOUTH ATHLETIC COMPLEX. COMMISSIONER KUESTER SECONDED THE <br />MOTION. THE MOTION CARRIED 6-0. <br /> <br />The Commissioners discussed a grant application for surfacing of the <br />skatepark and for ramp construction. Phil indicated the surface size is <br />approximately 80'xl 20'. <br /> <br />COMMISSIONER DAVE ANDERSON MOVED TO SUPPORT. A MATCHING CASH <br />CONTRIBUTION UP TO $2,500 FOR GRANT APPLICATION FOR A SKATEPARK <br />FACILITY, IF THE LAND THAT WILL BE DONATED IS NOT ACCEPTABLE FOR PART <br />OF THE MATCH. COMMISSIONER OLSON SECONDED THE MOTION. THE <br />MOTION CARRIED 6-0. <br /> <br />Joint Park & Recreation Commission/Community Recreation Proqramming <br />Meetinq - Jeff invited the Commissioners to attend a meeting with <br />Community Recreation, Thursday, January 8th, 7 p.m., to discuss <br />Community Recreation program objectives and avoiding overlapping of <br />activities. <br /> <br /> <br />
