December 12, 1997

Dear Council Members,

Please review the attached copy of the letter Elk Terrace residents received recently.
Noted there is no date on the letter and it arrived in a plain envelope without a return
address. The letter implies the developer will seek his various needs before attending
to the needs, namely compensation with appraised value, of the residents.

The developer talks of relocation and obtaining a "relocation expert". As I

may remind all of you we have been there and done that, any residents that may
have wished or could have would have relocated by now. I will not bore you with
the details of which you are so familiar. I implore you good people to honor the
farsighted resolution that you passed last March requiring the developer to pay
appraised value to those of us who cannot or chosq not to move their mobile
homes.

Sincerely,

Brenda Frank, resident of Elk Terrace Mobile Home Park
109 Baldwin Ave.
Elk River, MN 55330
441-7128
