INFORMATION <br />of <br />1Vt~ ~` <br />MEMORANDUM <br />TO: Mayor and City Council <br />FROM: Nicola Blake-Bradley, Environmental Technician <br />DATE: October 3, 201 I <br />SUBJECT: Changes to the 201 1 Fall Clean Up Event <br />Due to changes in fees at the Elk River Landfill, the, environmental department put out a <br />Request for Proposal (RFP) to area recyclers in order to gauge interest in the possibility of <br />one vendor offering clean up services. The City would continue to advertise the event. The <br />RFP was sent to vendors who had participated in Spring clean up events in the past as well <br />as new vendors who had expressed interest in the past or had requested consideration for <br />placing bids on future events. A number of recyclers did submit bids for the event. <br />Unfortunately, there were no vendors capable of offering week long service as had been <br />offered in the past at the Elk River Landfill. A smaller, two day event is being planned <br />instead. <br />Because the winning vendor is providing staff to work the event, anyone may participate in <br />the event. Residency is not an issue and vouchers will not be required. Participants will <br />deliver their materials for proper disposal during the hours of the event and "pay at the <br />door", similar to the way the Spring Clean Up Day is operated. The only expense the City <br />will incur is minimal staff time to put up signs and open and close the gates at the <br />Fairgrounds. <br />The environmental department is coordinating the location, providing signage, and <br />opening/closing the gates for the vendor. The Sherburne County Fair Board has graciously <br />offered the use of the fairgrounds as a central location for the event since the Public Works <br />expansion project will be underway. At this time, the Fall Clean Up Event is scheduled for <br />Tuesday and Wednesday, October 18 & 19 from 10 a.m. - 6 p.m. at the Sherburne <br />County Fairgrounds. <br />The rates for appliances and electronics are the lowest offered in several years, while other <br />rates have either stayed the same as Spring events (ie: light bulbs) or are lower than the City's <br />disposal rate at the Landfill. Attached please find the ad for the 2011 Fall Clean Up event, as <br />well as the ad from 2010 for comparison. Pricing is for this event only. <br />
