Item ~ 7.2. <br />MEMORANDUM <br />TO: Mayor and City Council <br />FROM: Tim Simon, Finance Director <br />DATE: October 3, 201 <br />SUBJECT: 2012-2016 Capital Improvement Plan (CIP) }~ <br />The purpose of the discussion is to start the review of preliminary information regarding <br />projects proposed in the 2012-2016 CIP. Tonight we will review the Street Improvement <br />Reserve Fund and Municipal State Aid amounts. At the upcoming meetings we will review <br />the remaining funds including Park Improvement Fund, GRE Reserve Fund, Government <br />Building Fund, Trunk Utilities Fund, and Technology Replacements. <br />Equipment Replacement Fund <br />The fund was reviewed in detail with the fleet committee at the August 15, 2011 Council <br />worksession. <br />Municipal State Aid (Exhibit A) <br />In 2011 the Municipal State Aid (MSA) allocation for maintenance was changed from 5% to <br />25% to offset the costs of more preventative maintenance (crack filling, seal coating). City <br />Engineer Justin Femrite will review the MSA allocations for the next five years and the <br />related projects. <br />Street Improvement Reserve Fund (Exhibit B) <br />This fund covers annual improvements on roads in the city. Special assessment repayments <br />are the main funding source in the fund. Mr. Femrite will review in detail the projects <br />planned for 2012-2016. The overlays and street reconstruction are programmed every other <br />year. <br />The 2012 projects proposed are listed below: <br />• Continue intersection enhancements <br />• Signal Light/Signal painting <br />• Improvement along Business Center Drive Qoplin to Orono) <br />N:\Public Bodies\City Council\Coundl RCA\Agenda Packet\10-03-2011\2012-2016CIP[1].docx <br />
