Attached for your review is some of the most
recent correspondence between MSF and the state on its request for financial
assistance. The city is technically the applicant for this proposal, but MSF,
and more specifically its consultant, Pat Pelstring from Public Resource
Group, Inc., has been doing all of the paper work for this application.

· The material from the state dated 11/21/97 is in response to the
initial application from MSF.
· The 11/26/97 material from the state clarifies the city responsibility
in state financed projects.
· The 12/3/97 memo from Pat Pelstring provides an overview of some
conversations that he has had with the state regarding the state's
desire for additional information.
· The 12/5/97 material from Pat Pelstring is the formal response to
the state's request for additional information.

Representative Anderson and Senator Ourada have been kept abreast of the
application process and MSF information. It is virtually a guarantee that
this request will not be included within the Governor's bonding bill.
However, many of the projects that get funded at the end of the legislative
session are not part of the Governor's bonding bill. This MSF proposal will
be evaluated along with other local/regional requests during legislative
committee meetings. Full support of this proposal from our Representative
and Senator is necessary in order for them to "fight the good fight" in support
of this request. It is very difficult to even estimate our chances of success at
this time.

\\elkriver \sys\shr doc\couneil\msfpr op .doc

13065 Orono Parkway · P.O.
