REQUEST FOR ACTION <br />TO ITEM NUMBER <br />Ma or and Ci Council 4.6. <br />AGENDA SECTION MEETING DATE PREPARED BY <br />Consent Se tember 19, 2011 Bradle Rolfe, Chief of Police <br />ITEM DESCRIPTION REVIEWED By <br />Master Joint Powers Agreement Between the Minnesota Bureau Robert Thistle, Interim City <br />of Criminal Apprehension and the City of Elk River Administrator <br />Prosecutor's Office R ~D <br /> j ~ ~--_._ <br />ACTION REQUESTED <br />Council approval of the signing of the Joint Powers Agreement by the Mayor and City Clerk on behalf of <br />the City and the Prosecutor's Office. <br />BACKGROUND/DISCUSSION <br />In order for City Prosecutor Scott Baumgartner to have access to the State Criminal Justice Data <br />Network (CJDN), a signed Joint Powers Agreement QPA) must be executed. Since he is contracted by <br />the City, the agreement must be signed by the Mayor and City Clerk, after being approved by the Council. <br />Access to the CJDN is necessary to facilitate the eCharging project that the Police Department and City <br />Prosecutor's Office axe currently engaged in. The eCharging project will allow for criminal complaints to <br />be electronically filed through the courts, thereby saving staff time. <br />As Chief of Police, I support the signing of this JPA which would give the City Prosecutor access to the <br />necessary systems and networks for eCharging.
