,...,y of <br /> <br />iver <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />MEMORANDUM <br /> <br />Item #4.11. <br /> <br />Mayor & City Council <br /> <br />Pat Klaers, City Admini~~r <br />November 17, 1997 <br /> <br />Lion's Park Teen Center Update <br /> <br />At the 10/27/97 City Council budget worksession a discussion took place on <br />how the city could financially participate in the Lion's Park teen center <br />building project since the bond referendum was not successful. The Council <br />generally agreed that it could find a way, over time, to finance the city's <br />share of this project. Additionally at this meeting, a number of <br />Councilmembers spoke about the possible involvement of the Boy's and Girl's <br />Club. Harold Gramstad, representing the Lion's Club was in attendance at <br />this meeting. <br /> <br />On Thursday, 10/30/97, the Mayor, Councilmember Thompson, staff and <br />about five Lion's Club members from its Finance/Building Committee, met to <br />further discuss the Lion's Park teen center proposal. At this meeting it <br />became clear that the targeted group which the Lion's wanted to work with <br />was the same targeted youth group which participate in the Boy's and Girl's <br />Club. The end result of this meeting was that the Lion's Club was going to <br />try to put together a proposal in conjunction with the Boy's and Girl's Club <br />and that the city would essentially stay out of the project with the exception <br />of providing a site in Lion's Park for the building. This would mean that <br />Community Recreation Director Jeff Asfahl would not be involved in <br />programming activities for the facility, the city would not have to finance <br />part of the facility, the project would not have to go through the open bidding <br />process, and the city would not have to have ongoing expenses for the <br />operation, maintenance, and staffing of the building. Staff wholeheartedly <br />supports a Lion's Club/Boy's and Girl's Club joint proposal. <br /> <br />The Lion's Club met with representatives of the St. Cloud, Minneapolis, and <br />St. Paul Boy's and Girl's Clubs on Tuesday, November 11, 1997. <br />Councilmember Thompson and Mayor Duitsman were in attendance at this <br />meeting. It is appropriate that Daryl and Hank provide the City Council <br />with an update on the results of this meeting and whether or not a combined <br />Lion's Club/Boy's and Girl's Club project is possible. <br /> <br />13065 Orono Parkway · P.O.
