Traffic and Transportation Mitigation Plan <br />• Prior to the beginning of the development and after Mn/DOT has closed the full <br />movement access at TH 10 / 169 and 173rd Avenue, a dual left turn lane should be <br />installed on eastbound TH 10 / 169 to northbound 171St Avenue. This should be <br />included with the Mn/DOT mill and overlay project currently scheduled for 2013. <br />Realignment /extension of Twin Lakes Road (as Twin Lakes Parkway) from the <br />railroad crossing to south of TH 10 / TH 169 to accommodate future traffic <br />growth in the area. The roadway cross section should include four (4) lanes with <br />left turn lanes at the primary intersections. This roadway would be completed as <br />development occurs in the area. The first segment from the railroad crossing to <br />171St Avenue should be completed to accommodate be beginning of the Phase 1 <br />development. The remainder of the roadway should be completed by the end of <br />Phase 1 prior to starting or in conjunction with the Phase 2 development. <br />At the completion of the development in Phase 1 or in conjunction with the <br />beginning of Phase 2 a new traffic signal system should be constructed at the TH <br />10 / 169 and Twin Lakes Parkway intersection, The intersection should include <br />dual left turn lanes for southbound Twin Lakes Parkway to eastbound TH 10 / 169 <br />and dual left turn lanes for eastbound TH 10 / 169 to northbound Twin Lakes <br />Parkway. <br />• The existing traffic signal at TH 10 / 169 and 171St Avenue should be maintained <br />' until such time as the'new interchange is constructed to accommodate current and <br />future traffic demand. <br /> <br /> <br /> <br /> <br />r <br />C <br /> <br /> <br />• The existing full movement intersection on TH 10 / 169 at 165th Avenue should be <br />maintained until such time as a connection is made from Twin Lakes Parkway to <br />165th Avenue via 168th Avenue and Olson Street, or such time as the interchange at <br />TH 10 / 169 and Twin Lakes Parkway is constructed. <br />• Depending on how and where development occurs in the area and how traffic on <br />TH 10 / 169 increases, a third lane on TH 10 / 169 could delay the need for an <br />interchange on TH 10 / 169 at Twin Lakes Parkway by eight years with Scenario 1, <br />six years with Scenario 2 or four years with Scenario 3. <br />• The future primary full movement access (Twin Lakes Parkway) to TH 10 / 169 in <br />the area should be at a location as far south of the TH 10 /169 /101 interchange as <br />possible (as approved by Mn/DOT). <br />• At the completion of the development in Phase 2 and prior to or in conjunction <br />with the beginning of the remaining phases a standard diamond interchange <br />should be constructed to accommodate the projected traffic for Scenario 1, <br />however for Scenario 2 and Scenario 3 an interchange with additional capacity, <br />such as a single point or diverging diamond should be considered .Preliminary <br />concept plans to identify right of way needs should be completed as part of the <br />Twin Lakes Parkway extension project during Phase 2 development. <br />Ciry of Elk River <br />Draft Alternative Urban Areawide Review <br />' August 2011 <br />Page 76 of 90 <br />
