Land Use Compatibility <br />' The City updated their Comprehensive Plan in August of 2004. The Comprehensive <br />Plan includes a "Land Use Plan" which provides the framework for the growth and <br />' development of Elk River. The Land Use Plan serves as a guide for the character and <br />intensity of development throughout the city, including the study area. <br />All of the land within the study area is undeveloped. This area is currently being <br />used as agricultural land, and has been established for many years and is generally <br />compatible with the surrounding land uses. <br />~ Immediately north of the AUAR study area are a number of existing light industrial <br />developments. The Comprehensive Plan guides this area to remain light industrial <br />' through the year 2030. Just north of the study area is the Northstar Commuter Rail <br />Station that is guided to remain in public/semi-public land use. These land uses <br />should be compatible with development that occurs in the AUAR study area and vice <br />versa since they are all urban land uses of a similar nature. <br />East of the AUAR study area across the Burlington Northern Railroad track the land <br />' use pattern is agricultural. The Elk River Comprehensive Plan guides this area to <br />remain agricultural (agricultural research). These areas may experience some <br />impacts from light and traffic noise from the AUAR study area. Scenario 1 identifies <br />' the area along the east portion of the study area as agricultural research which <br />would likely create fewer negative impacts for surrounding land owners. Scenarios <br />2 and 3 guide the eastern portion of the study area as job areas, which may develop <br />' in a similar manner as existing light industrial and commercial land uses further to <br />the south, to the north and to the west of the AUAR study area. Although this land <br />use is different than existing conditions, as well as those agricultural areas to the <br />west, these land uses proposed in the development scenarios could provide jobs and <br />services to those residents living nearby. <br />South of the AUAR study area the land use pattern is largely agricultural. However, <br />this area is guided for highway business and light industrial land uses by the City's <br />Comprehensive Plan. This development will likely be similar to existing <br />development that occurs north of the study area, as well as those land use scenarios <br />developed in this AUAR. <br />West of the study area the land use pattern is currently made up of existing <br />commercial developments, as well as agricultural and rural residential land uses. <br />Open space along the Mississippi River corridor currently existing with steep slopes <br />and vegetative areas running parallel to the river. These existing land uses are <br />consistent with scenarios reviewed in the AUAR and should not present any <br />compatibility issues or environmental conflicts with appropriate site design. <br />Mitieation Plan <br />• Project proposers shall make environmental documents, such as Phase I reviews, <br />available to the City. <br />City of Elk River <br />Draft Alternative Urban Areawide Review <br />August 2011 <br />Page 25 of 90 <br />
