~.,~y of <br /> <br /> · <br /> lver <br /> <br />MEMORANDUM <br /> <br />Item #4.3. <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />Mayor & City Council <br /> <br /> Klaers, City Adn~rator <br />Pat <br /> <br />October 27, 1997 <br /> <br />SUBJECT: Heritage Landing I and II Drainage <br /> Issues <br /> <br />Per Council direction on October 27, 1997, a meeting was held between the <br />developers (and their engineers) of Heritage Landing I and II, homeowners in <br />this area, and city staff regarding drainage and easement issues where the <br />Heritage Landing I and II subdivisions meet. At this meeting point of the <br />two additions, there is a 20 foot drainage easement except for one lot where <br />the easement document recorded by the developer was not valid. A potential <br />drainage problem exists during the spring thaw runoff and during periods of <br />heavy rains or flash floods. The problem is that water could back up from the <br />drainage swale or ditch into some of the homes that are built in the Heritage <br />Landing I subdivision. The engineers for the developer are going to look at <br />possible solutions to the potential drainage problem. The options will be <br />discussed at a follow up meeting on Tuesday, November 4, 1997, at 10 a.m. at <br />City Hall. <br /> <br />Everyone understands the importance of arriving upon an acceptable solution <br />in the near future so that it can be implemented before winter. The city will <br />assist the implementation of a solution, but has no plans to spend public <br />funds on resolving this developer driven situation. To some degree the city <br />has already spent public funds to help reduce possible drainage problems by <br />not assessing any costs to the developers or homeowners on the east side of <br />Joplin Street for the 1997 storm drainage and street improvement project. <br /> <br />\\elkriver\sys\shrdoc\councilkheritage.doc <br /> <br />13065 Orono Parkway · P.O.
