Elk River City Council Minutes <br />December 16, ]991 <br /> <br />Page 7 <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ACCEPT A DEED FROM THE ASSOCIATED <br />INVESTORS AND TO CONVEY A DEED TO THE ELK RIVER EDA. COIJNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />8.5. Sergeant and Corporal Positions <br /> <br />Tom Zerwas, Police Chief, indicated that two officers have submitted <br />resumes for the position of Sergeant. He stated that because on of the <br />interested officers did not ~eet the minimum qualifications, the <br />remaining officer, Corporal Jeff Mordal, was the only qualified <br />candidate. He stated that he and Sergeants Rolfe and Tyler, are <br />recommending that Corporal Mordal be promoted as Patrol Sergeant <br />effective ,January 1, 1992. <br /> <br />COUNCILMEMBER SCHULDT MOVED THAT CORPORAL JEFF MORDAL BE PROMOTED TO <br />THE RANK OF SERGEANT EFFECTIVE JANUARY 1, 1992. COUNCILMEMBER <br />KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />Tom Zerwas indicated that: now that Corporal Mordal would be promoted to <br />Sergeant, there would be an opening in the Department for a Corporal. <br />He recommended that Officer Dave Hurd be promoted to Corporal. It was <br />the consensus of the City Council to move Dave Hurd to the Corporal <br />position vacated by Corporal Mordal. <br /> <br />Chief Zerwas indicated that with the addition of Sergeant Mordal there <br />would only be short periods when there would not be an officer in <br />charge. He indicated that the times would be on Saturday and Sunday <br />between 3:00 p.m. and 7:00 a.m. He requested the Council to consider a <br />small pay increase to oue of the officers in order to take this <br />responsibility during those times. It was the consensus of the Council <br />to have Chief Zerwas bring this matter before the Council at another <br />date. <br /> <br />8.6. 1992 Commission Appointments and Llpdate on Applications <br /> <br /> Mayor Tralle requested appointment of Pat Dwyer to the EDA. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPOINT PAT DWYER TO THE ECONOMIC <br /> DEVELOPMENT AUTHORITY FOR A SIX YEAR TERM. COUNCILMEMBER HOLMGREN <br /> SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO REAPPOINT JIM SIMPSON TO THE ELI( RIVER <br />UTILITIES COMMISSION FOR A THREE YEAR TERM. COUNCILMEMBER gROPUENSKE <br />SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO REAPPOINT VICKI SULLIVAN AND DEBRA <br />ANDERSON TO THREE YEAR TERMS ON THE LIBRARY BOARD. COUNCILMEMRER <br />SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />Pat Klaers indicated that four terms will expire on the Park and <br />Recreation Commission on ~2/31/91. He indicated that two members have <br />requested reappointment, Rolfe Anderson and Mike O'Brien. }lc also <br />indicated that Todd Mixer and Marilyn VanPatten have requested not to <br />be reappointed.
