Box 490 <br />Elk River, MN 55330 <br /> <br />HERITAGE LANDING 2ND ADDITION <br />REAR YARD DRAINAGE <br /> <br />Dear Mr. Klaers: <br /> <br />As you requested, I am writing this letter to document our f'mdings from investigating the <br />rear yard drainage situation between Heritage Landing 1 st Addition and Heritage Landing <br />2nd Addition. As you are aware, there is a relatively prominent swale that was ~onstructed <br />in this area to carry drainage from the west end of the plat to the east end. It is our opinion <br />that the drainage on the 2nd Addition had to be modified in the field because the grading <br />of the 1st Addition was not completed according to the approved grading plan. The lots <br />that abut the 2nd Addition in the 1 st Addition were left high and without defined swales <br />from the rear yard to the street along their sides. For your information, the Planning <br />Department and Building & Zoning Department have attempted to rectify this situation on <br />future developments by requiring the Developer to submit a letter through his surveyor <br />certifying that the plat has been graded according to the approved plan. At the same time, <br />we are making spot checks of any critical locations or any areas we feel are in question. <br /> <br />We have looked at ways to improve the situation along the rear lot line of Heritage Landing <br />2nd Addition. It would be possible to install a pipe in this location to carry the runoff from <br />small frequency storms while still having a small, lesser defined swale over the top of the <br />pipe to carry any larger frequency runoff events. We have done a preliminary estimate and <br />design of such an installation and have determined that its cost would be between $16,000 <br />and $18,000. If the City decided to participate in the cost of such an installation, I would <br />suggest that the best scenario would be to have the Developers design and install the pipe, <br />have the City inspect its installation, and then participate by contributing cash. I would <br />also suggest that the time to construct such an installation is now. Once the lots in Heritaee <br />Landing 2nd Addition start to develop, it will be very difficult to work in established rear <br />yards of existing homes. <br /> <br />An Equal Opportunity Employer <br /> <br /> <br />
