Memo to the Planning Commission/CU 97-22 <br />October 14, 1997 <br />Page 2 <br /> <br />The Commission did discuss the possibility of having one centrally located <br />access point to serve this entire parcel. The parcel would also have a <br />secondary driveway connecting with the Sax Foods Store immediately to the <br />south. The developer has indicated he would like an additional access drive <br />further to the south end of the site off Evans to serve this site. <br /> <br />Drive-Thru Lane <br /> <br />The attached plan represents a redesign of the drive-thru lane to meet the <br />five car stacking distance. This design maintains a standard curb-cut of one <br />lane in and one out. The drive-thru can be entered from Culvers' property <br />and not from the drive aisle. Obviously, ff there is more than five cars in the <br />drive-thru lane, the line would extend into the entrance to Culvers. This <br />design meets City ordinances; therefore, if Culvers anticipates a queuing <br />distance of more than five vehicles, an alternative design should be <br />considered. <br /> <br />Recommendation <br /> <br />If the Planning Commission is comfortable with the revised plans submitted <br />by the developer of Hillside Crossing and Culvers Restaurant, staff would <br />recommend the following conditions: <br /> <br />THE MONUMENT STYLE SIGN MAY BE ELEVATED WITH THE USE OF A BERM IF IT IS <br />EXPANDED IN SIZE AND MADE PART OF THE OVERALL LANDSCAPING. THIS WILL <br />BE REVIEWED BY STAFF ALONG WITH THE REVISED PLANS. <br /> <br />LANDSCAPING BE DISTRIBUTED THRUOUT THE SITE AND ADDITIONAL PLANTINGS <br />BE PROVIDED AT THE ENTRANCE OFF EVANS, AS WELL AS THE TRAFFIC <br />CONTROL/LANDSCAPED ISLAND NEAREST THE ENTRANCE DRIVE AND WITHIN <br />THE PARKING AREAS. <br /> <br />o <br /> <br />A FIVE FOOT SIDEWALK BE PROVIDED FROM EVANS STREET TO CONNECT WITH <br />THE SIDEWALK IN FRONT OF THE RESTAURANT. <br /> <br />TRASH ENCLOSURE BE CONSTRUCTED OF A MASONRY MATERIAL TO MATCH THE <br />BUILDING. <br /> <br />THE DRAINAGE AND GRADING PLAN BE APPROVED BY THE CITY ENGINEER <br />AND INCORPORATE THE COMMENTS OUTLINED IN THE CITY ENGINEER'S MEMO <br />DATED SEPTEMBER 25, 1997. <br /> <br />THE DOUBLE ROW OF PARKING ALONG THE SOUTH EDGE OF THE CULVERS SITE <br />SHALL HAVE A PARKING STALL DIMENSION OF 9' x 20'. <br /> <br />o <br /> <br />FOUR SETS OF REVISED PLANS INCORPORATING THE CONDITIONS OF THIS <br />APPROVAL BE PROVIDED PRIOR TO ISSUANCE OF A BUILDING PERMIT. <br /> <br />s:\planningXpc\cu97-22x.doc <br /> <br /> <br />
