SURVEY BACKGROUND <br />The graphic below depicts the change in the average cost of water <br />and wastewater service to residential users over the past 10 years. <br />• The blue and green bars represent the average residential charge for <br />6,000 gallons of water and wastewater, respectively, each year based <br />`~"",~„'~"",~„~, ~"" . on data provided by survey respondents in that year. "1'he orange <br />a_._..,-.- - line illustrates the Consumer Price Index for all urban consumers <br />..lam (CP1-U) each year. The CPi-U price statistic is a general indication <br />of inflation or deflation, measured as the average change in the price <br />of consumer items-goods and services that people buy for day-to- <br />day living. <br />A comparison between the blue and green bars to the CPI-U (orange <br />line) gives an indication of how the average cost of water and <br />wastewater utility service, respectively, has changed since 2002 <br />as compared to ane measurement of inflation/deflation.
