To date, all of the improvements have <br />been completed except for the installation of landscaping. During the review <br />of that conditional use permit, it was noted the church was planning an <br />addition in the near future and at that time, the balance of the parking lot <br />would be reviewed for various improvements similar to the east side of the <br />facility. <br /> <br />Overview <br /> <br />The existing church has a gross floor area of approximately 24,000 square <br />feet which is comprised of a lower level, upper level and loft level area. The <br />proposed addition would involve expanding the lower level of the church and <br />adding on approximately 17,000 square feet. This will bring the church <br />facility to a total square footage of approximately 41,000 square feet. The <br />worship area is proposed to have an occupant load of (;39 spaces. Therefore, <br />based on the parking requirements of 1 stall for every three seats, a total of <br />241 parking stalls would be required. The number of actual spaces on site is <br />approximately 344. In addition to the parking stalls on Central Lutheran <br />Church's site, Lions Park is immediately to the south which has provided <br />overflow parking opportunities for the church in the past. This shared <br />parking arrangement has not presented any problems in the past and in fact, <br />appears to be an excellent complementary use with one another. <br /> <br />Parking Lot Improvements <br /> <br />Similar to the recommendations to improve the eastern parking lot, it is <br />being recommended a continuation of the curb and around the parking <br />facility. The one exception staff would recommend is eliminating the curb <br />along the western-most portion of the parking lot which is adjacent to a large <br />number of existing pine trees. The parking lot surface currently is very close <br />to these trees and any additional construction work along this edge may have <br />an affect on the health of those trees which serve as a buffer between the <br />church and apartments immediately to the west. <br /> <br />Building Elevations <br /> <br />The proposed building will include a base brick material throughout a <br />majority of the building. The roof lines will complement the existing church <br />facility. <br /> <br />Elk River Municipal Utilities <br /> <br />Elk River Municipal Utilities has recommended relocating the transformer <br />which is located on the north side of the building.
