28. Impact on infrastructure and public services. Storm Water. and Transportation Services <br />The City intends to provide municipal services to the area. This municipal <br />infrastructure includes sanitary sewer, water, storm water management and <br />transportation improvements. These items are discussed in the previous items as <br />indicated: <br />• Municipal Water System Improvements -See Item 13 <br />• Storm Water Management Improvements -See Item 17 <br />• Sanitary Sewer Improvements -See Item 18 <br />• Transportation System Improvements -See Item 21 <br />Police and Fire Department <br />Development in this area will also have an impact on social services such as schools, <br />police, fire, and community activities. The City has its own police and fire <br />department. Get info from the City. The City has approximately firefighters and <br />approximately police officers. These services will be provided to the study area. <br />The City uses a ratio of residents to police officers to estimate the need for <br />additional police service. The City will evaluate the need for additional officers and <br />will provide additional officers as needed. <br />School System <br />The study area is located within Independent School District #728. School District <br />has planned for and can accommodate the students from this area. <br />29. Cumulative impacts. Minn. R. 4410.1700, subp. 7, item B requires that the RGU <br />consider the "cumulative potential effects of related or anticipated future <br />projects" when determining the need for an environmental impact statement. <br />Identify any past, present or reasonably foreseeable future projects that may <br />interact with the project described in this EAW in such a way as to cause <br />cumulative impacts. Describe the nature of the cumulative impacts and <br />summarize any other available information relevant to determining whether <br />there is potential for significant environmental effects due to cumulative <br />impacts (or discuss each cumulative impact under appropriate item(s) <br />elsewhere on this form). <br />The 171St Avenue study area includes the expansion of commercial, industrial, and <br />residential along TH10/169 in southern Elk River. Development also includes the <br />construction of municipal services to serve the area. Although services will be <br />extended through the study area, additional development outside of the study area <br />is not anticipated within the Cargill and GRE sites (see Figure 5-3).
