Describe measures to minimize or avoid adverse impacts. <br />Existing Conditions <br />The existing fish, wildlife, and ecologically sensitive resources have been analyzed <br />based on previous studies, historical aerial photos, and site visits during 2011. The <br />habitat available for wildlife is a function of the vegetation and land cover present <br />discussed in Item 10. The habitat on the site is described below. <br />• Mississippi River: Mississippi River is adjacent to the study area to the west. <br />While not directly within the study area, the Mississippi River provides a <br />significant habitat corridor for fish and wildlife. The River is designated as <br />"Scenic" in this area. A portion of the study area is within the City's designated <br />Wild and Scenic overlay district. <br />Wetlands: Approximately 8 acres of the site contains wetlands. The wetlands on <br />the site have been degraded by adjacent agricultural activity, but they do offer <br />habitat for species accustomed to disturbance. Red-winged black birds were the <br />most abundant species observed during the site visit. Great blue herons were <br />also seen flying over the area. Chorus frogs were noted in the wetlands. The <br />wetland that crosses the site in the northern portion of the study area is part of a <br />larger wetland complex that extends beyond the study area boundaries. Again, <br />this is not a pristine wetland and it contains both native and invasive species; <br />however, its contiguous nature that provides a natural corridor to the east and <br />west does provide some habitat within the study area. Figure 11-1 shows the <br />National Wetlands Inventory and DNR Public Water wetlands within and <br />adjacent to the study area. <br />Forest and Woodland Communities: Approximately 33 acres of the site <br />contains forested and woodland areas. The Elk River Natural Resources <br />Inventory report (2004) was reviewed for a description of these areas. <br />Floodplain forest is present to the west, adjacent to the Mississippi River. <br />Portions of this forested area are low quality. An oak woodland/brushland <br />community is also present in the southwestern portion of the study area. This <br />woodland is currently in poor condition, likely due to a lack of grazing or fire <br />regime, but has moderate restoration potential. Other small sections of forest <br />exist as wind breaks and small groves along the border of the agricultural fields. <br />Agricultural Area: Approximately 196 acres of the site are in agricultural <br />production. This activity is generally located throughout most of the study area <br />with the exception of the wetlands and slopes near the Mississippi River. Most or <br />a part of these areas have been in agricultural production since at least 1937. <br />The agricultural areas are expected to provide limited habitat value, except for <br />resting areas during bird migration. During the site visit, species typical of <br />agricultural areas were noted, including red-tailed hawk, Eastern Kingbird, <br />City of Elk River <br />Draft Alternative Urban Areawide Review <br />July 2011 <br />Page 28 of 84 <br />
