Storm Water Management <br />Development will be required to develop asite-specific storm water <br />management plan that provides rate control, volume control, and treatment of <br />storm water. Development is also required to meet the policies outlined in the <br />City's Nondegradation Plan and this AUAR. A trunk storm sewer system could be <br />constructed with perforated pipe to provide volume control and regional <br />treatment basins could be constructed to provide additional pollutant removal. <br />Transportation <br />Several roadway improvements will be included as development occurs in the <br />area. These include construction of roadways to accommodate future traffic <br />growth, as well as those to accommodate traffic from the proposed development. <br />The baseline build future roadway network was based on the recommendations <br />in the 171St Avenue Focused Area Study (FAST). The primary roadway network <br />is shown in Figure 21-4.These improvements would include, but are not limited <br />to the following: <br />1. Realignment /extension of Twin Lakes Road(as Twin Lakes Parkway) <br />from 171St Avenue to west of TH 10 / 169 intersecting TH 10 / 169 at a <br />location approximately 1/z mile south of the exiting 171St Avenue <br />intersection. <br />2. Construction of a traffic signal system at the TH 10 / 169 and Twin Lakes <br />Parkway intersection. <br />3. Closing 173~d Avenue and 165th Avenue to Right-in /Right-out access. <br />4. Construction of 168th Avenue / Olson Street from Twin Lakes Parkway to <br />165th Avenue. <br />5. Construction of a connecting local street from 171St Avenue to Twin Lakes <br />Parkway. <br />6. Future construction of a third lane to TH 10 / 169 and a potential future <br />interchange at Twin Lakes Parkway. <br />D. Phasing <br />Development is anticipated to occur over the next 2-20 years, depending on <br />housing, commercial, and industrial development demand. The timing of <br />development will be largely dependent on the timing of construction of the required <br />infrastructure improvements, such as trunk water and sewer improvements. <br />Development is anticipated to be phased generally from the north to the south <br />portion of the site, immediately adjacent to 171St Avenue with the surrounding area <br />following. <br />City of Elk River <br />Draft Alternative Urban Areawide Review <br />July 2011 <br />Page 22 of 84 <br />
