Minnesota Rules Chapter 4410.3610, Subpart 3 requires that "the Responsible <br />Governmental Unit (RGU) may specify more than one scenario of anticipated <br />development provided that at least one scenario is consistent with the adopted <br />comprehensive plan. At least one scenario must be consistent with any known <br />development plans of property owners within the area." The 171St Avenue Area <br />AUAR includes the review of three development scenarios. <br />Scenario 1-Comprehensive Plan (Figure 6-1) <br />In 2004 the City completed an update of the Comprehensive Plan that provided new <br />land use guidance for the study area as well as surrounding areas. The land use <br />designations in this scenario reflect the land use that is guided in the updated <br />Comprehensive Plan. This scenario also reflects the anticipated development <br />density that the City has experienced in the past and for which is allowed for each <br />land use. This scenario evaluates the low end of the density <br />ranges (8 dwelling units/acre for High Density Residential Zoning and a Floor Area <br />Ratio [FAR] of 0.25 for Commercial and Industrial uses). A Comprehensive Plan <br />Amendment and amendments to the Zoning Ordinance would be needed if <br />development were to follow this scenario.
