The <br />meeting will begin with a discussion on some capital improvement programs (CIP) issues. This CIP <br />discussion will be followed with a review of 2004 expenditures. The last discussion items will be the <br />proposed 2004 general fund revenues, the tax levy, and the budget gap. <br /> <br />CAPITAL IMPROVEMENT PROGRAM <br />Attached for your review is part of the CIP document which the City Council reviewed on <br />September 23, 2002 and which was approved on December 16, 2002. The CIP includes annual <br />equipment/vehicle items, large (one time) equipment/vehicle items, buildings, land acquisitions, <br />park improvements, and street improvements. The CIP includes a schedule for the improvements or <br />purchases and funding information. It should be noted that the CIP includes a list of needs and <br />desires as presented by the department heads and that adequate funding for all the items listed has <br />not been identified. <br /> <br />YMCA <br />Please note that some YMCA Founder's Committee members will be in attendance for this <br />discussion. The YMCA and the YMCA Committee want to know where the city is at in terms of <br />helping to finance YMCA activities in the short term (over the next few years) and in helping to <br />£mance a YMCA building. I do not think that the City Council will be able to make a decision on <br />these issues tonight, but some indication for financial support or non-support can be offered by the <br />Council. The YMCA building needs to be considered during the update of the entire CIP. In this <br />manner, while looking at the CIP in it entirety, the Council can balance the priority for helping to <br />fund a YMCA building as compared to other city needs and as compared to available funds. Within <br />the next few months the City Council will update the CIP to remove 2003 and to add 2008 to the <br />list. The YMCA and a city community center both are not in the CIP at this time. <br /> <br /> <br />
