airy of <br />~.lk <br />River <br />13065 Orono Pkwy <br />Elk River, MN 55330 <br />PRESORTED <br />STANDARD <br />U.S. POSTAGE <br />PAID <br />PERMIT NO. 106 <br />ELK RIVER, MN <br />Downtown Elk River is being revitalized <br />PROJECT WILL BRING NEW RETAIL, HOUSING AND PARKING TO HEART OF CITY <br />EIk River's Light industrial parks <br />aren't the only spots in town <br />seeing lots of construction <br />activity. <br />The city's downtown is currently <br />undergoing a major redevelopment, <br />which will bring new retail, parking, <br />a plaza and housing to the heart of the <br />business district. <br />The project has been spearheaded and <br />planned during the past three years by <br />the city's Housing and Redevelopment <br />Authority (HRA) and SL Paul-based <br />MetroPlains Development LLC. <br />Constmction began in late October, <br />when three existing older buildings <br />were razed to make way for the <br />redevelopment. The project entails two <br />components: <br />^ Bluffs of Elk River, which will have <br />11,000 square feet of street-level retail <br />space, 67 condominiums on three upper <br />floors, underground parking, and a <br />plaza on the corner of Main Street and <br />Parrish Avenue <br />^ Jackson Place, which will have about <br />10,000 squaze feet of street-level retail, <br />32 rental housing units on the upper <br />two floors and underground parking, <br />In addition, one portion of the <br />downtown revitalization project was <br />completed earlier in the summer, when <br />the city improved an existing parking <br />lot on the site of its former Municipal <br />Utilities building, which added about <br />70 new stalls. <br />Community Development Director <br />Scot[ Clark sees the downtown <br />revitalization project as a key to <br />attracting new businesses, housing <br />projects and residents to the City. <br />"I see the downtown project <br />stimulating other development activity <br />in [he City," Mr. Clark says. <br />"When you have a vibrant downtown, <br />it creates synergy between the <br />residential areas, the business parks and <br />the retail areas." ^ <br />City of EIk River Economic Development Winter 2005 <br />EIk River's revitalization of its downtown began in October with the <br />demolition of several existing buildings. <br />
