I3conomic Development Authority Minutes <br />Scptc~nber 1 ], 2006 <br />Page 3 <br />direct result of the high level of service provided by Catherine Mehelich, Heidi Steinmetz <br />and Scott Clark. <br />MOTION BY COMMISSIONER TVEITE AND SECONDED BY <br />COMMISSIONER GUMPHREY TO APPROVE THE 2007 - 2009 STRATEGIC <br />INDUSTRIAL MARKETING PLAN. MOTION CARRIED 6-0. <br />Update on Gateway Business Center Project <br />Community Development Director Scott Clark reviewed the proposed work plan for the <br />Gateway Business Park, as outlined in his repart to the EDA dated September 7, 2006. He <br />noted that land study would be 60 - 90 daps out. Mr. Clark explained that this project would <br />be more difficult than the Northstar Business Park because of the gas line, wetlands, <br />drainage, street corridor to 165'h Avenue, and visibilih' and transportation issues. it'Ir. Clark <br />stressed the importance of including the stakeholders along Highway 10 in the plan. He <br />stated that the goal is to be ready fox development in 2005, but that the ED ~ could start to <br />market the project in 2007. He suggested that a new name fox the project be considered, <br />since there already is a "Gatewat East" development be Duke Realt<~ in Rogers. <br />President Gongoll asked if it has been determined that the gas line cannot be relocated. 1\-1x. <br />Clark stated no, and that it can be considered as part of the review. He noted that it is a very <br />expensive process. <br />MOTION BY COMMISSIONER DWYER AND SECONDED BY <br />COMMISSIONER MOTIN TO APPROVE THE GATEWAY BUSINESS PARK <br />WORK PLAN DATED SEPTEMBER 7, 2006. MOTION CARRIED 6-0. <br />The Speclal Meeting of the City Council and Housing & Redevelopment Authority was <br />opened at this rime. <br />Toint Meetine undo HRA and Cin~ Council for Presentation on Eminent Domain & <br />Redevelopment by Stacie KvIlvang, Ehlers & Associates <br />Stacie Kvilvang of Ehlers & Associates provided an overview of the recent change to the <br />eminent domain law and how those changes will affect how the Cite, HRA and EDA <br />undertake economic development and redevelopment activities. She noted that the new <br />legislation preempts all other law regarding eminent domain. Ms. KvIlvang explained the <br />differences in determuiing blight for Tax Increment Financing, redevelopment, and <br />condemnation. <br />Discussion followed regarding increased costs to cities by the new legislation. <br />Cotmissioner Farber stated that eminent domain has been used ven~ little and he would <br />hope they would not have to use it, but that the new legislation would make it nearly <br />impossible to use iE it were to become necessary. He suggested that the state legislators be <br />contacted fox support in amending the new law. <br />HRA Commissioner Larry Toth asked for clarification on the determination for <br />contamination. Ms. Kvilvang explained. <br />
