ORDINANCE 03 - <br />CITY OF ELK RIVER <br /> <br />AN ORDINANCE OF THE CITY OF ELK RIVER AMENDING <br />SECTION 30-906 "VEHICULAR AND PEDESTRIAN CIRCULATION" <br />OF THE ELK RIVER CODE OF ORDINANCES <br /> <br />The City Council of the City of Elk River does hereby ordain: <br />Section 1: That Section 30-906 (c) (2) of the Elk River Code of Ordinances <br />be amended to read as follows: <br /> <br />(a) Genera//y. All commercial buildings or structures and their accessory uses shall be accessible <br />to and from nearby public streets and sidewalks by driveways and walkways properly drained and <br />paved with: <br />(1) Asphalt; <br />(2) Concrete; <br />(3) Concrete or similar pavers; or <br />(4) Class V (or equivalent) compacted to maintain a dustfree surface. <br />Vehicular traffic generated by commercial uses shall be channeled and controlled in a manner that <br />will avoid congestion on the public streets, traffic hazards, and excessive traffic through residential <br />areas, particularly track traffic. The adequacy of any proposed traffic circulation system to <br />accomplish these objectives shall be determined by the city engineer, who may require such <br />additional measures for traffic control as he may deem necessary, including but not limited to the <br />following: directional signalization, channelization, standby turn lanes, illumination, and storage area <br />and distribution facilities within the commercial site to prevent backup of vehicles on public streets. <br />Po) Use ofright~fa~ay. No area used by motor vehicles other than driveways serving as ingress and <br />egress to a commercial site shall be located within the public street right-of-way. <br /> <br />(1) ~ drk. eta~. The following shall be applicable to commercial driveways (measured <br />between roadway edges): (table was removed for clarity) <br />(2) Singlefamity residmtiald~. Single-family residential driveways shall not exceed 30 feet in <br />width measured at the property line. Each single-family lot shall be limited to one driveway except: <br />(a) Lots that are 1-acre or larger in the A1 and Rla zoning districts shall be allowed two <br />driveways onto a city street, not exceeding 40-feet in total combined width. Driveways shall be <br />separated by a minimum of 25-feet. <br />(b) In all single family districts, if the area inside a looped driveway is 25-feet or less wide, the <br />two legs of the loop, not to exceed 30-feet in combined width, shall be considered one driveway. <br />(c) In all single family districts, comer lots shall be allowed to have one driveway on each street, <br />not to exceed 40-feet in total combined width. <br />(3) Perm/t require.
