The plans were prepared <br />by BDM Consulting Engineers and were received at City Hall on August 1, 2003. The revised plans <br />appear to address all of the issues raised in the review of the original submittal. The following two issues <br />deserve slightly more discussion: <br /> <br />o <br /> <br />The plan showing how the existing restaurant will operate while the new building is <br />constructed shows diagonal parking adjacent to the existing building. This diagonal parking <br />should be restriped to create head-in parking so that customers can drive in, park in the stalls, <br />and then reverse their courses as they leave the site. Also, we suggest that the orange <br />warning fence shown between the new construction site and the existing restaurant be a <br />permanent barrier during construction of the new facility. This fence should not be broken for <br />any construction activities or delivery of materials. All construction-related activity should <br />happen south of the orange warning fence. <br /> <br />We have discussed With the developer the potential need for additional right-of-way along <br />Dodge Avenue. Dodge Avenue is approximately twenty years old. When the plat of <br />Barrington Place was originally developed, Dodge Avenue was platted with 50 feet of right-of- <br />way. When the Indy-Lube site was developed east of KFC, an additional ten feet of right-of- <br />way was granted along its frontage. We had requested consideration for additional right-of- <br />way from KFC's developers, and they have elected not to provide it at this time. However, <br />additional right-of-way will likely be needed when Dodge Avenue is reconstructed sometime in <br />the future. <br /> <br />If you have any questions regarding either of these issues, please call. <br /> <br />Sincerely, <br /> <br />Howard R.
