Rolfe, Chief of Police <br />ITEM DESCRIPTION REVIEWED By <br />Master Subscriber Agreement between the City of Elk River and <br />the Minnesota State Courts REVIEWED BY <br />ACTION REQUESTED <br />Requesting that the Council approve the signing the subscriber Agreement on behalf of the City by Scott <br />Baumgartner, City of Elk River Prosecutor. <br />BACKGROUND/DISCUSSION <br />The Police Department, along with the County Attorney's Office, City Prosecutor's Office, and the Court <br />Administrator's Office, are preparing to go live with the State of Minnesota Electronic Charging Project <br />(eCharging). This process will make it much more efficient for everyone involved to file criminal <br />complaints when charging defendants in cases involving felonies and gross misdemeanors. <br />One of the requirements for the Prosecutor's Office is that they have a Subscriber Agreement between <br />their office and the State Courts. It is necessary for the agreement to be in the name of the municipality <br />that the Prosecutor represents, so the agreement will be made on behalf of the City. <br />As Chief of Police, I am fully aware of the process and am in full support of having Scott Baumgartner, <br />Elk River City Prosecutor, sign this document on behalf of the City.
