ITEM DESCRIPTION REVIEWED By 2011 Seal Coat Improvements -Award of Construction Phil Hals, Street Su erintendent Contract RED BY ACTION REQUESTED The City Council is asked to consider adoption of the attached resolution which awards the 2011 Seal Coat Project to Pearson Bros., Inc in the amount of $311,234.40 and authorizes the execution of the contract. BACKGROUND/DISCUSSION As authorized at the June 13, 2011 City Council meeting, staff prepared plans and advertised the 2011 Seal Coat Improvements project. Construction bids were received on Monday, July 25, 2011. There were a total of 2 bids received which axe summarized as follows: Pearson Bros., Inc. $329,286.68 Allied Blacktop, Inc. $344,537.30 We are recommending award of the project to Pearson Bros, Inc. who was the lowest responsible bidder. Pearson Bros. has completed other seal coat projects for the City of Elk River, most recently in 2010. The Street department has been very satisfied with their work. FINANCIAL IMPACT The budgeted amount for contracted seal coating services in 2011 is $312,000. While we were optimistic the entire project would bid within budget, we reserved the right in the contract documents to reduce the quantity of seal coating area to align with the budgeted amount. We have spoken to Pearson Bros. and they are comfortable with the reduction in quantities and the resulting contract amount being reduced to $311,234.40. With the reduced quantities, Pearson Bros., Inc. is still the low bidder.
