We recently became aware that Elk <br />River City Recreation is offering driver training. By doing such the city of Elk River is <br />favoring one business over the others and giving an exclusive competitive edge to that <br />business. We are concerned because it has adversely affected our businesses. We feel <br />the city of Elk River by this very action is not interested in cultivating an atmosphere <br />favorable to attract competitive business and to keep them.
