Consider Resolution Initiating Process for Consideration of Development Project <br />(Public Safety Building) <br />Finance Director Loxi Johnson indicated that plans axe proceeding for the <br />construction of a public safety facility and the relocation of Elk River Municipal <br />Utilities to City Hall. She noted that the City has proposed financing the buildings <br />with lease revenue bonds issued by the Economic Development Authority. Lori <br />explained the steps and official action items required fox the financing process. She <br />requested the EDA to adopt a resolution initiating the process fox consideration of <br />the development project. She indicated that the resolution sets a public hearing <br />before the EDA on April 8, 2002. <br />COMMISSIONER TVEITE MOVED TO ADOPT RESOLUTION 02-01 <br />INITIATING PROCESS FOR CONSIDERATION OF DEVELOPMENT <br />PROJECT. COMMISSIONER KUESTER SECONDED THE MOTION. <br />THE MOTION CARRIED G-0. <br />6. 2002 Strategic Industrial Marketing Plan Update <br />Economic Development Assistant Heidi Hall gave an update on the strategic <br />industrial marketing plan. She reviewed the 2002 Community Profile and the 2002 <br />advertisements. <br />2002 Business Retention & Expansion Visit Update <br />Heidi Hall updated the EDA on the progress of the 2002 business retention and <br />expansion visits. She indicated that staff has completed visits of about one-third of <br />the potentia137 businesses. The Economic Development Assistant reviewed the <br />summary of the xesuhs that she has received. <br />Discussion was held regarding the results of the study, specifically relating to the <br />issue of a lack of education. The EDA requested Heidi Hall to try to get more <br />specific information relating to education. <br />Commissioner I{linzing discussed the issue of companies not responding to the <br />visits. Heidi suggested that the information be updated and that the retention and <br />expansion surveys not be done so often. Commissioner Klinzing suggested tha[ the <br />EDA encourage participation. President Gongoll indicated that the Chamber would <br />also encourage participation. <br />8. Other Business <br />Heidi Hall informed the EDA that Executive Director Catherine Mehelich had a <br />baby boy. <br />
