Economic Development Authority Minutes Page 2 <br />November 13, 2001 <br />6. Economic Development Assistant Position Update <br />Catherine Mehelich informed the EDA that ten applications have been received fox the <br />Economic Development Assistant Position and that five of the ten will be interviewed. She <br />indicated that the new hire would start on January 2, 2002. <br />Consider Business Incubator ~pplic2tion -Bixby Energy Svstems Inc <br />Catherine Mehelich indicated that Bixby Energy Systems, Inc. has submitted an application <br />for consideration of admittance to the Elk River Business Incubator Program. She noted <br />that the Incubator Advisory Board reviewed the application and has recommended that the <br />company be admitted to the program based on the fact that the applicant met the program <br />guidelines. <br />b1r. Bob Walker of Bixby Energy Systems gave a presentation of his product He explained <br />that Bixby Energy Systems, Inc. has developed a biomass based heat and electrical energy <br />producing system. <br />COMMISSIONER KLINZING MOVED TO ACCEPT THE APPLICATION OF <br />BIXBY ENERGY SYSTEMS, INC. FOR ADMITTANCE TO THE BUSINESS <br />INCUBATOR PROGRAM. COMMISSIONER TVEITE SECONDED THE <br />MOTION. THE MOTION CARRIED 6-0. <br />Catherine indicated that the Business Incubator Advisory Board and staff is recommending <br />that the EDA explore other options and business locations that could be considered for <br />incubator prospects that cannot locate in the existing traditional facility. President Gongoll <br />encouraged staff to research the issue. <br />8. Business Park Discussion <br />Catherine Mehelich noted that in October the EDA discussed two issues relating to the <br />Business Park. The first issue relates to the numerous requests for free land from non-profit <br />organizations. The other issue, which received little time Eor discussion, relates to business <br />pazk development opportunities for smaller sized hght manufacturing projects. Catherine <br />suggested that the EDA continue business park discussion and consider if and where <br />smaller lots of 1.5 - 3 acres might be provided in order to retain and recruit smaller hght <br />manufacmring. <br />President Gongoll indicated chat the Planning Commission will be discussing an amendment <br />to the Business Paxk ordinance in cegaxds to percentage of warehousing allowed and that he <br />would be attending the meeting. <br />9. Other Business <br />There was no other business. <br />10. Adjournment <br />There being no other business, COMMISSIONER MOTIN MOVED TO ADJOURN <br />THE MEETING. COMMISSIONER TVEITE SECONDED THE MOTION. <br />THE MOTION CARRIED 6-0. <br />
