Strategic Planning <br />January 13, 1997 <br />Page 4 <br /> <br />Area 8 - Proposed BP Zoning, 190 Acres <br /> <br />Good visibility and access. <br />Signal planned at 165th and Highway 10. <br />One residential home/business. <br />Adjacent to BP on northeast. <br />Adjacent to river on southwest, river side may be more <br />appropriate for housing. <br />Currently within Wild and Scenic River District, boundary of <br />which is currently being reviewed for modification. <br />Single owner. <br />Timing of utilities to site will drive development (5-10 years?) <br />Definitely a "future" business park area. <br />Appropriate land use mix, frontage road issues, etc. should be <br />considered. <br /> <br />What would be a sample action plan based upon the concept <br />of developing the existing BP/Il areas, in addition to the <br />eight alternate areas identified by staff?. <br /> <br />Staff will hand out at the meeting a sample action plan which, <br />based upon a phasing approach, will identify a time period for <br />rezoning each of the eight alternate areas. In addition, the action <br />plan provides detail regarding development and marketing of the <br />existing appropriately zoned areas in addition to the eight <br />alternates. <br /> <br />The action plan will be in concept form only and is intended to <br />provide a basis for EDA discussion regarding action steps, timing <br />issues, and identification of people/groups responsible for <br />completing each action item. This action plan, once modified by the <br />EDA, will be presented to the Strategic Planning Task Force for its <br />review and modification, if necessary, prior to being included as <br />part of the strategic plan which will ultimately be presented to the <br />City Council. <br /> <br />What are overall percentages of I1/I2/BP zoned area in Elk <br />River? <br /> <br />1.)
