REQUEST FOR ACTION <br />TO ITEM NUMBER <br />Ma ox and Ci Council 6.5. <br />AGENDA SECTION MEETING DATE PREPARED BY <br />Administration ul 18, 2011 ustn Femrite, P.E. <br />ITEM DESCRIPTION REVIEWED By <br />Award of Bid for Great Northern Trail Solar Lighting Project Tim Simon, Finance Director <br /> REVIEWED BY <br /> Bob Thistle, Interim City <br /> Administrator <br />ACTION REQUESTED <br />Authorization to accept bid received from and prepare contracts with Choice Electric in the amount of <br />$78,505.00 to complete the Great Northern Trail Solar Lighting project. <br />BACKGROUND/DISCUSSION <br />As authorized on May 2 by the City Council, staff prepared plans for the Great Northern Trail Solar <br />Lighting project. The proposed project will provide a user actuated solar powered LED lighting system <br />for the illumination of the tunnel that extends under CR 33. This system will illuminate the tunnel as trail <br />users approach from either direction using motion sensors on both sides of the trail. The intersection of <br />the Great Northern Trail and 2215` Avenue will be enhanced with solar powered street lights and flashing <br />warning devices to warn the oncoming vehicle traffic of the presence of trail users. These systems would <br />also be actuated by approaching trail users through the use of motion sensors on both sides of the trail. <br />Plans were prepared and advertised in the Star News, the City website, and through the State Office of <br />Energy Security. Bids were opened on July 13, 2011 at City Hall. Two bids were received and are <br />summarized below. <br />.FINANCIAL IMPACT <br />The two bids received for the work are as follows: <br />Choice Electric $78,505.00 <br />Premier Electrical Corp. $199,169.00 <br />The main cost difference between the bids was the different solar powered street light systems proposed. <br />We have met with Choice Electric to assure the equipment they have proposed meets the requirements <br />of the specifications. The equipment proposed in Choice Electric's bid is consistent with the product we <br />developed the specifications around. We contacted the references provided by Choice Electric all of <br />whom spoke highly of their ability and quality of work. <br />The budgeted amount for the project was $92,486 with 75% of that being covered by the Minnesota <br />Department of Natural Resources grant.
