12)Average thickness of overburden: <br />The average thickness of overburden is estimated to range between 0 <br />and 5 feet. The overburden is a sandy loam. <br />13) Plan of Operation: <br />The plan of operation is to strip the additional mining area. Topsoil and <br />overburden will be used for final cover and/or as cover material at the <br />landfill. <br />The underlying sand and gravel will be removed using excavators or front <br />end loaders. It will be crushed and/or screened at the working face and <br />then conveyed or hauled, on the existing haul road, and stockpiled at <br />Tiller's existing facilities. <br />14)Explosives: <br />No explosives will be used at the site. <br />15)Drainage, Erosion Control, Sedimentation, Dust, Access Control and <br />Security: <br />i) Surface water drainage will be directed to a low area within the <br />excavation. Collected surface water infiltrates into the underlying soils <br />and/or evaporates. Surface water drainage will not be directed off site. <br />Sedimentation may occur in temporary holding areas. These low <br />areas can readily be cleaned out by on-site equipment. <br />ii) Since water drainage will be directed internally, erosion will not pose a <br />problem. <br />iii) Dust will be controlled by watering internal haul roads as necessary. <br />Additionally, conveyors may be used within the site minimizing truck <br />traffic on internal haul roads. <br />iv) Access is controlled by locking gates at site entrances to both ERL's <br />operation and Tiller's mining operation. Both sites are fenced. <br />16)Reclamation Plan <br />Reclamation activities at the site will consist of construction of landfill cells <br />as shown in Elk River Landfill, Inc.'s application dated June 2011. <br />
