Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: RAILROAD DRIVE IMPROVEMENTS <br /> <br />Dear Mr. Klaers: <br /> <br />Last week, Phil Hals, Steve Ach, Bryan Adams, and I met with two property owners from <br />Railroad Drive just west of Jackson Avenue. The two property owners were the owner of <br />Marty's Feed Store and the new owner of the building just west that used to house the paint <br />store. Marty's building does not have sewer or water. He is anticipating an expansion of the <br />office space in the spdng of the year and would be interested in having both sanitary sewer and <br />water available. The new owner of the old paint store building does not have sanitary sewer <br />and is interested in having that made available. He does currently have City water but the <br />service is off of a long dead-end which results in a water quality that is less than desirable. As <br />you know, Phil Hals has an interest in some type of improvement in the area that will rectify the <br />water ponding in Railroad Ddve. Bryan Adams has an interest in looping the watermain to <br />improve the quality of service for those people connected to the long dead-end. <br /> <br />As we discussed these various interests and concerns, it seemed the most reasonable way to <br />approach them would be to ask the City Council to initiate a feasibility study that would quantify <br />all of the interests and the improvements necessary, and also deal with the possible funding <br />sources from assessments to maintenance dollars. Attached is a draft resolution which would <br />initiate a feasibility study to address this matter.
