Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: <br /> <br />COUNTY ADMINISTRATION BUILDING IMPROVEMENTS <br />PUBLIC HEARING <br /> <br />Dear Council Members: <br /> <br />As you are aware, the public hearing for the County petitioned improvements along west TH 10 <br />is scheduled for Monday evening. Please bring your gray covered Feasibility Studies that were <br />distributed approximately a month ago. At the public hearing, I will be prepared with a brief <br />presentation on the proposed improvements and proposed assessments after which I will be <br />able to answer any questions the City Council and/or the public may have. <br /> <br />It should be noted that we have taken the opportunity to meet with both the County and Bill <br />Gagne to discuss the Feasibility Study. Both parties should have a clear understanding of what <br />the proposed improvements are and what the proposed financial impact is to their individual <br />properties. <br /> <br />After the close of the public hearing, the next action for the City Council is to consider the <br />attached resolution which orders the project and the preparation plans and specifications. This <br />will keep us on the project schedule laid out in the Feasibility Study, which calls for the plans to <br />be approved in January and bids received in February. At that time, an assessment hearing <br />could be held in late March and the Contract awarded. This assumes, of course, that during this <br />same timeframe the land acquisition issue through the Gagne property can be resolved. <br /> <br />If you have-any questions regarding this I will be in attendance at Monday evening's City <br />Council meeting. <br /> <br />Sincerely, <br /> <br />Howard R.
