Item # 7 <br />MEMORANDUM <br />.~..1~~ <br />TO: Economic Development Authority <br />FROM: Annie Deckert, Director of Economic Development <br />DATE: 11 July 2011 <br />SUBJECT: Discussion on hiring process of Assistant Economic <br />Development Director <br />ATTACHMENTS <br />• Bylaws of the Economic Development Authority <br />At the June 13``' Economic Development Authority meeting, the EDA directed staff to look <br />into the EDA's involvement in the hiring process of the Assistant Economic Development <br />Director. <br />Article 3.4 of the EDA Bylaws state: <br />3.4) Sta -The Authority shall appoint an Executive Director and such other staff as it deems <br />necessary to carry out the business of the Authority, and may determine their duties, qualifications, and <br />compensation. <br />Staff spoke with attorney Jenny Boulton of Kennedy Graven for clarification on the process. <br />The Bylaws are consistent with state statute and authorize the EDA to appoint staff and <br />determine their duties, qualifications and compensation. Meaning, as long as it's within the <br />EDA budget, the law and Bylaws indicate the EDA can make the final decision. The EDA <br />budget is submitted annually for City Council approval. <br />Historically, the economic development assistant position has been interviewed by a <br />committee comprised of the Director of Economic Development, a human resource <br />representative and one or two other representatives from the Community Development <br />department. The final decision has been made by the City Council, with recommendation <br />from the Director of Economic Development. <br />The position posting for the Assistant Economic Development Director closed on July 7`'' <br />A verbal update will be given on the status of this process. <br />
