AN OPAQUE WALL, FENCE, OR STRUCTURE BE PLACED ALONG THE EDGE OF THE PARKING LOT TO SCREEN HEADLIGHTS FROM THE COMMERCIAL PROPERTY. A PLAN REPRESENTING THE TYPE OF STRUCTURE SHALL BE SUBMIT[ED TO THE CITY FOR APPROVAL. COUNCILMEMBER THOMPSON SECONDED THE MOTON. THE MOTION CARRIED 4- 0-1. Councilmember Farber opposed. Public Headn,q on Modification of Tax Increment District No. 5 Director of Economic Development Paul Steinman indicated that the purpose of this item was to hold a public hearing as required by state law to modify the Tax Increment Financing Plan for Tax Increment Financing District No. 5 (AIItool). He stated the purpose of the modification was to allow for the expenditure of approximately $1¢]5,000 to $225,000 in excess TI F funds from this TI F District. The funds are proposed to be used for land acquisition and/or other public improvements. Mayor Duitsman opened the public hearing. There being no one for or against the matter, Mayor Duitsman closed the public hearing. COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 97-123 MODIFYING TH E TAX INCREMENT FINANCING PLAN FOR TAX INCRMEMENT FINANCING DISTRICT NO. 5 IN THE CITY OF ELK RIVER. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED S-0. Consider Hirin.q Street Laborer Position Street/Park Superintendent Phil Hals stated that he had received 1,5 applications for the position of Maintenance I. He indicated that he interviewed five of the applicants. Phil recommended that the Council authorize the hiring of Philip Barsody to fill the Maintenance I position beginning Tuesday, December 2, 1~]~)7, at a starting pay of $¢].16 per hour (Step 7, Level COUNCILMEMBER FARBER MOVED TO AUTHORIZE THE HIRING OF PHILIP BARSODY FOR THE MAINTENANCE I POSITION VACANCY CREATED BY THE RESIGNATION OF AMY BORST, WITH A STARTING WAGE OF $9.16 PER HOUR (STEP 7, LEVEL A), BEGINNING ON DECEMBER 2, 1997. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED $-0. Consider Purchase of Administrative Van Street/Park Superintendent Phil Hals indicated that staff was authorized by the Council to obtain quotes for a van for city use. He stated that a three person committee looked at six vans from local distributors. Phil distributed a handout with the vehicles and prices listed in order of the committee's preference. He stated that the money for this purchase is programmed into the 1~]~]7 equipment reserve budget.
