City Council Miautes <br />April 22, 2002 <br />Page 3 <br />The Council discussed the issue of usin~ St. Andrew's Church as a polling location. <br />Following Counal discussion it was thel consensus of the Council that it would be best to <br />use the Senior Center as a polling location for Precinct 4B. The City Clerk noted that the <br />resolution would be amended to reflect!this change. <br />COUNCILMEMBER TVEITE M D TO ADOPT RESOLUTION 02-37 <br />DESIGNATING POLLING PLAC S FOR THE CITY OF ELK RIVER WITH <br />THE AMENDMENT SHOWING HE SENIOR CENTER AS THE POLLING <br />LOCATION FOR PRECINCT 4B. OUNCILMEMBER DIETZ SEGONDED <br />THE MOTION. THE MOTION ED 4-0. <br />5.3. <br />The Mayor noted that the Council previously requested that this item be revisited by the <br />Council following a report from the Chef of Police of incidents that have taken place at <br />Wapiti P during the past year. <br />Chief Zerwas informed the Council tha~ the police department has received 8G calls for <br />service to varying degrees over a 16-moth period, many of which were nuisance related. He <br />also indicated that he has received complaints from citizens regarding noise. The Chief <br />indicated that Ms. Glen is working with~the police department to try to get the situation <br />~I <br />under control. <br />Juanita Glen, ~~ apiri Park manager, info~rxned the Council that she has implemented rules for <br />the campground and is attempting to gdt rid of the problem people. NIs. Glen handed out <br />the campground rules to the Council. <br />Mayor Klinzing indicated that it is the recommendation of the Chief of Police that Wapiti <br />Park Campgrounds is put on notice tha there is currently a problem at the campground. <br />Counciimember Dietz indicated that if ~he problem continues, the Council should consider <br />not renewing the beer license that will bye due on July 1. <br />Susan Sevruid, 5349 Park Avenue South,, Minneapolis, MN, stated that she keeps a motor <br />home at the camp. She noted that not . 86 calls are related to the sale of beer and does not <br />feel the 3.2 liquor license is the probletnj. She further noted that the camp is providing a <br />place where low income working peopl~ can have a home that is respectable. Mayor <br />Klinzing stated that ~t'apiti Park' is not ai, place for permanent living. <br />COUNCILMEMBER TVEITE MO D TO APPROVE THE CONSUMPTION <br />AND DISPLAY PERMIT FOR W ITI PARK CAMPGROUNDS WITH THE <br />STIPULATION THAT THE CO CIL REVISITS THE ISSUE WHEN <br />LIQUOR LICENSES ARE RENE DIN JUNE. COUNCILMEMBER <br />KLTESTER SECONDED THE M©, ION. THE MOTION CARRIED 4-0. <br />5.4. <br />City Administrator Pat Klaers addressed .the Council on issues relating to the building <br />project.
