Beahen, Chief of Police <br />DATE: 7-7-10 <br />SUBJECT: Wapiti Park <br />I have reviewed our calls for ser-~~ice at «'apiti Park as recorded in our records system since 1999. ~~'e <br />ha~-e had a=11 calls for ser-~-ice to that location. Ties is a very high number of calls for one location. <br />I hay-e attached a copy of a metro written to the Council on _~pril 16, 2002 by the Chief at that time, <br />Thomas Zerwas. His memo reflects his concerns iln 2002 of the large number of police calls at ~X<apiu <br />Park. Please see his memo for more complete details. <br />~Ty personal experience with the park is that over die years the have responded to significant events <br />there that hate proven to have endangered the safetlT of those «-ho stay or frequent there. These calls <br />included: <br />® ~ camper trailer that ezploded when the resident tried to kill himself by alloys-ing propane to <br />leak into Ius trailer. An ignition source ignited die gas, injuring the resident and destroy=ing <br />d7e trailer. <br />o ~ meth lab discos>ered inside one of d1e trailers, <br />o ~ resident who fell into a campfire, laid in the fire due to lus level of intoricauon and burned <br />off Ius legs, buttocks and genitalia. <br />o I~Tumerous set-ual assaults. <br />o ~~'eapons related incidents and assaults. <br />o ~ significant number of other assaults and ~-iolence. <br />o Reports of raw sewage leaks. <br />o Requests to check the welfare of residents who spend die winter in the park, some sleeping <br />in tents-not trailers. Concerns that d7e trailers are not suitable fox winter use, and insulation <br />and heating systems are a danger to those who reside there. In one case, we were called there <br />_ in the middle of ~xrinter, to check a newborn clyld who was staj-ing ~zrith her parents in a tent. <br />The history at the park is not illustrative of a recreation facilitST, in fact it is considered a constant <br />source of concern for our officers in terms of the resident's general safety and well being. <br />I have attached a print out of all of the police calls we have recorded. Our system does not allow us <br />to pull statistics prior to 1999. If you need more details on the types of calls, I would be happy to <br />provide that information to you. <br />
