SPECIAL MEETING OF THE ELK RIVER PLANNING COMMISSION <br />HELD AT ELK R[YER CITY HALL <br />TUESDAY, JULY 27, 2d [ 0 <br />Members Present: Chair ~'estberg, Commissioners Anderson, Bell and Lemke <br />Commissioner Scott arrived at 6:33 p.m. <br />Members Absent: Commissioner Ives <br />Staff Present: Jeremy Barnhart, Planning Manger; Debbie Huebner, Recording Secretary <br />Also Present: Peter Beck, City Attorney <br />1. Call Meeting To Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission <br />was called to order at 6:30 p.m by Chair Westberg. <br />2. consider 7/27/10 Special Planning Commission Agenda <br />MOVED BY COMMISSIONER ANDERSON AND SECONDED BY <br />COMMISSIONER LEMSE TO APPROVE THE JULY 27, 2010 SPECIAL <br />PLANNING COMMISSION AGENDA. MOTION CARRIED 5-0. <br />. Commissioner Scott arrived at this time. <br />3.1. R~~uest by Watiiti Park (,Lorraine White for Interim Use Permit Case No. CU 10-16 <br />The staff report was presented by Jeremy Barnhart He reviewed each of the eight <br />conditions recommended by staff. He stated that six of the issues are being worked out with <br />the applicant, but that staff and the applicant are in disagreement with Condition #5 and #7. <br />Mr. Barnhart explained that Condition #5 is partly to address the year-rounding living in the <br />campground. He stated that several of residents use Wapiti Park as the address for their <br />vehicles and/or driver's licenses. Staff has concerns that a number of the structures are not <br />made protect campers from the severity of the winters here. <br />Condition #8 is a result of an inspection of the campgxound in which staff and the building <br />official found a number of changes and improvements that do not seem to meet the <br />definition of a recreational vehicle as identified by the state. Staff recommends approval <br />subject to the eight conditions. <br />Commissioner Lemke asked if a truck would be allowed to remain if the recreational camper <br />was removed. Mr: Beck stated that yes, a car or truck could remain. <br />Chair Westberg opened the discussion for public comment. <br />Adam gaatz,190? East Wayzzta Blvd, Wayzata, MN 55391- stated that he was in <br />agreement with staff on six of the conditions, but that was before he had a chance to look at <br />the 2000 file.
