verify voters' addresses and find out whether individuals have moved and are no longer eligible to <br />vote at the address at which they are registered. <br />• All new and updated voter registrations are verified against either the driver's license database or <br />the Social Security Administration database. If those databases are not available due to a <br />shutdown, voters who do not bring additional documentation to the polling place could lose their <br />right to vote. <br />• Help America Vote Act (HAVA) complaints may not be processed. As a result, Minnesota would be in <br />violation of HAVA. <br />• Voter registrations and absentee ballot requests may not be forwarded to the appropriate county <br />auditor, and therefore voters could lose their right to vote if they believed that they would receive <br />an absentee ballot, but do not. <br />• On-line look up tools-such as Polling Place Finder, Registration Look-Up and Absentee Look-up-may <br />not be maintained. Voters may go to the wrong polling place, may not bring required <br />documentation, and may not know if their absentee ballot has been accepted. <br />Providing documents essential for adoption and international trade. People who must <br />authenticate US documents for an international office, in the form of Apostilles and <br />Authentications, may not be able to: complete an overseas adoption; travel abroad; contract <br />business overseas; get married abroad; or obtain academic credits for classes attended abroad. <br />Crop and Livestock Loans: the Central Notification System. There could be a significant <br />reduction in agricultural lending because private lenders would not be able to secure financing of <br />agricultural loans through the proceeds from the sale of the farm product. In practical terms, <br />farmers may not be paid for their crops. <br />Business Finance Documents: Uniform Commercial Code functions. Lending, and therefore <br />business development, could be reduced significantly in Minnesota. Lenders, including but not <br />limited to banks, could stop making loans because they would be unable to confirm that other <br />lenders had no prior claim to the loan's collateral. These lenders would also be unable to inform <br />others that they had a claim on the loan's collateral. <br />Home Sales Documents: Tax Liens. Property sales, including home sales, could be delayed <br />because lenders may be unable to check the status of tax liens. As well, individuals who owe <br />debts in the form of tax liens could transfer ownership and escape paying their tax debts, <br />weakening debt rules. <br />Service of Process for Corporations. Failure to provide this function will mean that legal <br />actions against businesses could be delayed and citizens, who have been harmed by businesses, <br />could forfeit their rights through the expiration of the statutes of limitations. <br />
