EXTRACT OF MINUTES OF A MEETING OF <br />THE CITY COUNCIL OF THE <br /> CITY OF ELK RIVER, MINNESOTA <br /> <br /> Pursuant to due call and notice thereof, a special meeting of the City <br />Council of the City of Elk River, Minnesota was held at the Elk River City <br />Hall on September 24, 1997, beginning at 5:15 p.m. <br /> <br />The following Council Members were present: <br /> <br />and the following were absent: <br /> <br /> The City Clerk presented affidavits of posting and publication of a <br />Notice of Election held in accordance with the resolution adopted on July 28, <br />1997, authorizing said election to vote on the question of borrowing money <br />and issuing bonds in an amount not to exceed $2,000,000 for the purpose of <br />defraying the expense of the acquisition, construction, equipping and <br />betterment of public park and recreational facilities for the City, and also <br />presented the official returns of the judges of election. Said affidavits and <br />returns were duly examined, approved and ordered placed on file in the office <br />of the City Clerk. <br /> <br />moved its adoption: <br /> <br />introduced the following resolution and <br /> <br />RESOLUTION 97-102 <br /> <br />A RESOLUTION CANVASSING RETURNS OF <br />PARK BOND REFERENDUM <br /> HELD SEPTEMBER 23, 1997 <br /> <br /> BE IT RESOLVED, by the City Council of the City of Elk River, <br />Minnesota, that it is hereby found, determined and declared that the election <br />on a question held in and for said City on September 23, 1997, was in all <br />respects duly and legally called and held and the returns thereof have been <br />duly canvassed, and the votes cast at said election for and against the <br />following question were as follows: <br /> <br /> "Shall the City of Elk River, Minnesota, be authorized to issue its <br />general obligation bonds in an amount not to exceed $2,000,000 to defray the <br />expense of the acquisition, construction, equipping and betterment of public <br />park and recreational facilities for the City?" <br /> <br /> <br />
