~~ <br />Project Narrative for: <br />The Crossing Church <br />Conditional Use Permit <br />May 31, 2011 <br />The Crossing Church is a rapidly growing church in the Elk River Community. Not your typical church, The <br />Crossing Church is "Church for People Who Don't Do Church". The Crossing Church has been doubling their <br />attendance annually after moving into their new home at 829 School Street and currently holding five worship <br />services on the weekend to serve their members. Their current worship space seats approximately 500 <br />people and the need is huge to increase the number of seats in their worship space to reach more people. <br />The existing building at 829 School Street is approximately 21,514 SF with a worship space/auditorium that <br />seats 500 people. There is also youth space, youth classrooms, offices, restrooms, and a small lobby. The <br />existing parking lot has spaces for 122 cars. <br />Current hours of operation of The Crossing Church are Monday thru Friday, gam to 5pm. The Crossing <br />Church is holding five weekend services; 5pm and 6:45pm on Saturdays, and 9:30am, 11:15am and 1 pm on <br />Sundays. The peak use of the facility is obviously on the weekends with the weekdays being for general <br />church operation where the church currently employees approximately 30 people. <br />The Crossing Church has recently purchased the vacant property to the east which will be developed into <br />additional parking, complete with concrete curb & gutter, bituminous paving, parking lot lighting, and <br />landscaping to meet City of Elk River's zoning requirements. The new proposed design for the two combined <br />properties will have a maximum 547 parking spaces and will meet the parking demands of the proposed <br />project. <br />The proposed addition and remodel project for The Crossing Church includes doubling the size of the worship <br />space and adding much needed lobby space, youth spaces and classrooms. There is additionally significant <br />work proposed to bring the building up to current code compliance with sprinkler systems, elevator, <br />accessible restrooms, ramps, stairs, etc. <br />The proposed additions total 25,638 sf of additional space with an area reserved for a future 2 story <br />classroom addition of 7,360 sf. The new worship space/auditorium will seat 1500 people with room to expand <br />to the maximum occupants allowed by parking count constraints. <br />The exterior materials of the additions will be precast concrete panels, prefinished metal ribbed siding, glass <br />and aluminum curtain walls. The proposed additions will have flat (low-slope) roof structures with fully <br />adhered EPDM membrane roofs. <br />The signage for the building will include two building signs, one freestanding sign and two area identification <br />signs. The main building sign will be located on the north elevation along School Street to identify the <br />building. An additional building sign is shown on the east elevation to indentify the main entrance to the <br />building. The freestanding sign is located on the corner of School Street and Jackson Avenue. This sign will <br />be constructed of materials to match the new building facade. It will identify the church and allow an <br />opportunity for the church to display their sermon series which changes every four weeks. The area <br />identification signs are located at the entrances to the parking lot off School Street and Jackson Avenue. <br />These signs are sized to remain within the square footage requirements and shall be constructed of materials <br />to match the new building facade. <br />Outdoor Storage consists of a trash enclosure suitably sized for two dumpsters, one for trash and one for <br />recycling.
