REQUEST FOR ACTION <br />To Item Number <br />Ci Council 3.8. <br />Agenda Section Meeting Date Prepared by <br />Consent June 6, 2011 Nicki Blake-$radley, Environmental <br /> Technician <br />Item Description Reviewed by <br />Resolution of Support for Hosting up to Two MN Greencorps Rebecca Haug, Environmental <br />Members for the 2011 - 2012 Program Year From the Administrator <br />Minnesota Pollution Control Agency (MPCA) Reviewed by <br />Action Requested <br />Staff requests the Ciry Council adopt the attached resolution allowing the Environmental Administrator <br />to enter into an agreement with the MPCA if Elk River should be chosen as a host site for one or two <br />Green Corps members. <br />Background/Discussion <br />Staff requested the Ciry Council approve a Letter of Support for two MN GreenCorps members during <br />the May 2, 2011 meeting. The Letter of Support was approved and signed. Since that time, the MPCA has <br />requested a signed resolution which would allow the Environmental Administrator to enter into an <br />agreement with the MPCA if chosen as a host site once again. <br />Currently, the City is hosting Steven Ross Pomeroy in the Energy Ciry Coordinator position. The <br />application is requesting another GreenCorps member to continue the work Mr. Pomeroy has been doing <br />with Energy City. Also, the Ciry is applying for a member to help with the Stormwater program. This <br />member would work closely with the Giry Engineer, Streets Department, and Environmental Division to <br />carry out the required Stormwater duties. The member assigned to Energy Ciry initiatives will also be <br />working with the Elk River Municipal Utilities on Project Conserve. <br />Financial Impact <br />The Ciry will have no financial impacts as the Minnesota GreenCorps members are provided with <br />stipends of $11,800 through the MPCA for completing a 1700 hour term of service. Upon completion of <br />their term of service, members are awarded an additional $5,850 as an educational award that can be used <br />to pay for their further higher education or toward payment of existing student loans. Members are also <br />offered a health insurance option.
