ITEM 6.1.-6.3. <br /> <br />city of <br /> <br />MEMORANDUM <br /> <br />iver <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />Mayor & City Council <br /> <br />Pat Klaers, City Adn~~or <br />September 22, 1997 ~ <br /> <br />SUBJECT: Other ALC Area Land Use Issues <br /> <br />On June 30, 1997, when the City Council accepted the concept of the ALC <br />building going on school property in and around the Oak Knoll Complex, a <br />number of other land use issues were discussed. These land use issues <br />include the City purchasing the balance of the youth recreation fields, <br />replacement of the lost soccer field, and a joint powers agreement on the <br />varsity field. <br /> <br />Dr. Flannery will be in attendance at this meeting to provide an update on <br />these three land use issues. Please note that Dr. Flannery has another <br />meeting to attend at 7:00 p.m. on Monday evening. <br /> <br />Dr. Flannery and I have talked about these three issues a number of times <br />since the 6/30/97 Council meeting. Additionally, at one of our meetings, we <br />had a representative of the Youth Soccer Association (Dave Halgren), Phil <br />Hals, Jeff Asfahl, and the Park and Recreation Chair, Dana Anderson <br />attend. <br /> <br />Regarding the City purchasing the balance of the youth recreation fields, <br />progress has been made on this issue. The school has directed John Bogart <br />to update the abstract and complete a survey of the area. This will <br />determine the exact acreage which the City desires to obtain. Along with this <br />property we also have to clean up a road easement situation in the northwest <br />for access into the park parking lot and deal with the ponding issue in the <br />south part of this property. Once the exact acreage is determined, we can <br />then proceed with negotiating a purchase price. <br /> <br />Regarding the lost soccer field, progress has been made to have additional <br />soccer fields provided. I have been advised that the Junior High varsity <br />football field (field #5) is going to be available for soccer on a trial basis. This <br />field is now going to be available because it is irrigated and the major <br />concern of damage to the field prior to its use for Junior High football has <br />lessened. The use of this field is conditioned upon the goal areas being <br />resodded so that grass can be reestablished prior the Junior High football <br />season...
