ity of <br /> <br />MEMORANDUM <br /> <br />Item # 6_ &_ <br /> <br />TO: <br />FROM: <br />DATE: <br />SUBJECT: <br /> <br />Mayor and City Council <br /> <br />Steve Ach, City Planner_~d//f~ <br /> <br />September 15, 1997 <br /> <br />Consider if purchase of <br />property has a relationship <br />to the Comprehensive Plan <br /> <br />Issue <br /> <br />The City Council is asked to consider whether the purchase of additional <br />property to expand the parking lot for the library has an impact on the <br />Comprehensive Plan. <br /> <br />Overview <br /> <br />According to State Statutes, any time the City acquires or disposes of any <br />real property, the planning agency (Planning Commission), has to review the <br />acquisition or disposal as it relates to the Comprehensive Plan. However, if <br />the City Council finds by a 2/3 vote that the proposed acquisition or disposal <br />of real property has no relationship to the Comprehensive Plan, the Council <br />may dispense with this referral to the Planning Commission. <br /> <br />The subject property to be purchased for the expansion of the library's <br />parking lot is currently zoned Rlc (Single Family Residential) with an <br />underlying land use of MR (Medium Density Residential). Libraries are <br />considered a conditional use in the residential zoning district and therefore, <br />for the parking lot expansion to occur, a conditional use permit will be <br />required. This conditional use permit will be reviewed by the Planning <br />Commission and City Council at a later date. <br /> <br />Staff believes the purchase of property to expand the parking lot facility at <br />the library has no direct relationship on the Comprehensive Plan. Based on <br />the current zoning and land use, there is no application necessary to modify <br />any portion of the Comprehensive Plan to accomplish the purchase or <br />expansion of the parking lot. <br /> <br />13065 Orono Parkway · P.O.
