Overtime shift officers would seek out and enforce underage consumption/possession violations. <br /> <br />In regards to procuring or providing alcohol to minors' violations. Our department has had very <br />good success in plain clothes surveillance details at our liquor stores. Officers observe unusual <br />activity that has lead to a good number of arrests both for procuring for minors and underage <br />possession of alcohol. In the past, these details were also funded partially by Safe & Sober and <br />partially by the City. Without additional funding this enforcement activity is likely to be curtailed. <br /> <br />The goals of this component are to reduce the number of juveniles on the streets after curfew and <br />thereby reduce the number of crimes committed by some of these youths. Another goal is to <br />detect and cite more juvenile alcohol offenders and give more of a perception of the likelihood of <br />arrest for such violations. Finally, the last goal would be to stop some of the source of the alcohol <br />for the youth and to publicize those arrests in an effort to even further reduce these violation. <br /> <br />i h rh rim R i n P r ! <br /> <br />The third component is Neighborhood Crime Reduction Patrol. As previously mentioned, this <br />activity would work in correlation with the juvenile curfew activities and would attempt to <br />identify and apprehend people responsible for thetis, tampering with motor vehicle, vandalism, <br />and damage to property. Currently we have a large number of these types of crimes in the <br />neighborhoods close to the center of the City. This activity would target specific neighborhoods <br />within the City. These areas would be targeted by 1) crime reports in the neighborhoods and 2) by <br />contact with citizens who do not wish to report the crime, but want officers to be aware of the <br />problems in their neighborhoods (much of this type of information is obtained through other COP <br />activity). Another aspect of this component would be to spend more time being seen in the <br />targeted neighborhoods. Officers would spend more time in the neighborhoods talking to <br />residents and obtaining useful information to help with the apprehension of the lawbreakers. Many <br />of our rural residential areas and rural developments do not have a problem with the types of <br />problems that this activity is designed to address. This project would again operate primarily <br />during the warm weather months but would also be used when incidents rise in a specific areas <br />any time of the year and would not be limited to the above stated crimes only. <br /> <br />The goal in this component is to reduce the number of crimes (listed above) in the neighborhoods <br />having high incidents of these crimes and to apprehend the offenders. We believe that it is more <br />likely that the crimes will be reduced significantly with the curfew enforcement than with the <br />apprehension of the offenders. <br />Business Center Concentrated Patrol <br /> <br />The fourth component is Business Center Concentrated Patrols. The area covered by this activity <br />would include two primary areas of the City. One is the new mall area and the adjoining mall and <br />business areas located on northbound Highway 169. The second would concentrate on the <br />business district located on east Highway 10. <br /> <br /> <br />
