· Type, extent, and reversibility of environmental effects <br />· Cumulative potential effects of related or anticipated future projects <br />· The extent to which environmental effects are subject to mitigation by <br /> ongoing public regulatory authority; and <br />· The extent to which environmental effects can be anticipated and <br /> controlled as a result of other environmental studies. <br /> <br />Staff feels the EAW accurately and adequately describes the proposed project <br />and the potential of the project to have significant environmental effects. <br />Mitigative measures to reduce environmental impacts have been identified in <br />the EAW and the comment letters. Further mitigation of potential <br />environmental effects will be regulated by the numerous governmental <br />agencies that will be reviewing and permitting these activities. <br /> <br />Staff recommends a negative declaration on the need for an EIS on <br />the East Elk River Urban Service Area. A resolution to this effect is <br />attached. <br /> <br /> <br />
